Nederlandse scholieren scoren slecht op het gebied van burgerschap in vergelijking met hun Europese leeftijdsgenoten. Zo hebben ze minder kennis van het politiek systeem en staan ze zeer afwijzend ten opzichte van gelijke rechten voor migranten.
Dat blijkt uit de vandaag gepubliceerde International Civics and Citizenship Education Study, waarvoor middelbare scholieren uit veertig landen onderzocht zijn op hun ‘burgerschapscompetenties’.

In de kerndoelen voor de onderbouw van het voortgezet onderwijs is opgenomen dat leerlingen op hoofdlijnen moeten leren hoe het Nederlandse politiek bestel als democratie functioneert en wat de betekenis van Europese samenwerking en de Europese Unie is. Dat doel wordt niet goed bereikt. Van de onderzochte leerlingen heeft in Nederland slechts 24 procent een goed begrip van het politiek systeem. In landen als Finland en Denemarken is dat respectievelijk 55 en 60 procent.
De gebrekkige kennis leidt tot minder interesse voor de politiek, maar niet tot een negatief oordeel over het politiek systeem. Van de Nederlandse leerlingen vertrouwt 70 procent de landelijke overheid, tegenover 61 procent voor alle onderzochte landen. Politieke partijen genieten het vertrouwen van 53 procent van de Nederlandse scholieren. Dat is iets boven het internationale gemiddelde. Van alle maatschappelijke instituten geniet de media het minste vertrouwen bij Nederlandse jongeren: slechts 48 procent vertrouwt kranten, radio, tv en internet.
Op het gebeid van tolerantie ten opzichte van minderheden scoort Nederland in Europa samen met Vlaanderen het slechtst. Nergens anders werd zo vaak negatief gereageerd op stellingen als ‘de kinderen van immigranten zouden dezelfde mogelijkheden moeten hebben om onderwijs te volgen als andere kinderen in het land’ en ‘immigranten die al enkele jaren in een land wonen zouden de mogelijkheid moeten hebben om te stemmen bij verkiezingen’.
Ik heb echt nooit begrepen waarom het maatschappijleeronderwijs in Nederland op zo’n laag pitje staat, samen met handvaardigheid ergens bungelend onderaan het rijtje relevant geachte vakken. Maatschappijleer - goed en degelijk onderwijs, waarin scholieren de principes en werking van de democratie bijgebracht wordt – zou het allerbelangrijkste vak op school moeten zijn. Twee of drie keer per week, de hele schooltijd lang, en ook op het vmbo. Maatschappijleer is het allerbelangrijkste, omdat je je als burger niet kunt ontplooien in een democratie zonder dat je kennis van en feeling met het systeem hebt. En dit geeft je uiteindelijk de mogelijkheid om, beredeneerd, dingen te veranderen. Dit in plaats van een grenzeloos egoïsme en monomane belangstelling voor alles wat commercieel is. Actief burgerschap, that’s what it’s all about!

Obama, who sources said has been more introspective and isolated in recent months, made his first foray into the avant-garde last March, when he posted a video titled “Red, White, and Doom” to the White House website. In it, the president, seated in the Oval Office with a skull-and-crossbones banner where the American flag would normally be, stares unblinkingly into the camera as the phrase “in God we trust” loops for four minutes and 33 seconds.

Though the videos are a continuation of the fireside chat tradition begun by Franklin Roosevelt in the 1930s, they mark the first time a president has used weekly addresses as a form of artistic self-expression.
Obama’s early pieces primarily played with structure: Our Long-Term Strategy In Afghanistan employs Brion Gysin’s cut-up technique to reorder the words in a major speech on foreign policy, eventually creating a shocking sound collage that, according to the White House, reveals “a truth previously buried beneath layers of intent.”
Since then, the president’s work has grown more abstract and drawn mixed reviews. Citizens reacted favorably to the absurdist slapstick of Reshaping Wall $treet, which features a man in a pig mask rooting through a garbage pail filled with currency, but were less satisfied with (S)Mother Earth, in which Americans ranging in age from 6 months to 90 years are submerged in oil and found guilty by a clown-faced judge for their role in the recent BP oil spill.

Nonetheless, a number of critics have embraced Obama’s edgier productions. Artforum magazine referred to Obama’s oeuvre as “a winking indictment of the institution of the presidency from none other than the president himself,” and cited in particular his wildlife conservation video Meat Play as “the direction the office needs to go in if the executive branch is to remain relevant.”

I particularly like the description of the effects of MDMA, and honestly believe that, in making people peaceful and empathetic and lowering socially constructed barriers, it can have therapeutic effects on people. On the other hand, the dangers are also documented. These are slight, however, in comparison to other drugs (including marihuana) and especially alcohol. Most of them are short-term and situational, while the scientific debate about long-term effects is still going on. But most likely, long-term effects only play a role with big time users.
No wonder that it’s increasingly being studied again by medical scientists for its therapeutic value.
What’s the appeal of ecstasy? As a user put it, it’s “a six-hour orgasm.” About half an hour after you swallow a hit of e, you begin to feel peaceful, empathetic and energetic–not edgy, just clear. Pot relaxes but sometimes confuses; LSD stupefies; cocaine wires. Ecstasy has none of those immediate downsides. “Jack,” 29, an Indiana native who has taken ecstasy about 40 times, said the only time he felt as good as he does on e was when he found out he had won a Rhodes scholarship. He enjoys feeling logorrheic: ecstasy users often talk endlessly, maybe about a silly song that’s playing or maybe about a terrible burden on them. E allows the mind to wander, but not into hallucinations. Users retain control. Jack can allow his social defenses to crumble on ecstasy, and he finds he can get close to people from different backgrounds. “People I would never have talked to, because I’m mostly in the Manhattan business world, I talk to on ecstasy. I’ve made some friends I never would have had.”
All this marveling should raise suspicions, however. It’s probably not a good idea to try to duplicate the best moment of one’s life 40 times, if only because it will cheapen the truly good times. And even as they help open the mind to new experiences, drugs also can distort the reality to which users ineluctably return. Is ecstasy snake oil? And how harmful is it?

There’s a long-standing debate about MDMA’s dangers, which will take much more research to resolve. The theory is that MDMA’s perils spring from the same neurochemical reaction that causes its pleasures. After MDMA enters the bloodstream, it aims with laser-like precision at the brain cells that release serotonin, a chemical that is the body’s primary regulator of mood. MDMA causes these cells to disgorge their contents and flood the brain with serotonin.

Normally, serotonin levels are exquisitely maintained, which is crucial because the chemical helps manage not only mood but also body temperature. In fact, overheating is MDMA’s worst short-term danger. Flushing the system with serotonin, particularly when users take several pills over the course of one night, can short-circuit the body’s ability to control its temperature. Dancing in close quarters doesn’t help, and because some novice users don’t know to drink water, e users’ temperatures can climb as high as 110[degrees]. At such extremes, the blood starts to coagulate.

Het Christen Democratisch Appèl (CDA) wordt weer eens bedankt. Mede dankzij drie van hun Europarlementariërs (en een van de ChristenUnie, en een van de SGP, jawel) is Schriftelijke Verklaring 29 in het Europees Parlement aangenomen.
Deze houdt in dat de bewaarplicht voor internetgegevens uitgebreid wordt naar wat je in zoekmachines intikt.
Dit als toevoeging aan de verplichting die providers nu al hebben om een jaar lang op te slaan met wie je belt, waar je mobiele telefoon is, en wanneer je inlogt op Internet.
Bedenk maar eens wat je allemaal voor persoonlijks opzoekt op Google. En hoe relaxed het zou zijn als jouw zoekopdrachten allemaal opgeslagen worden, gekoppeld aan je ip-adres. En wat een beeld van je gemaakt zou kunnen worden, alleen op basis van je zoekopdrachten.
Het doel van de Schriftelijke Verklaring is om een “Europees alarmsysteem voor pedofielen” op de agenda van het Europees Parlement te zetten. Het iedereen bij voorbaat tot potentiële pedofiel verklaren is dus nog niet aangenomen, maar er zal over worden gedebatteerd, en de richting is wel duidelijk.
Deze nieuwe uitbreiding van de surveillancestaat hebben we te danken aan de EP’ers Wim van de Camp (CDA), Lambert van Nistelrooij (CDA), Corien Wortmann-Kool (CDA), Peter van Dalen (CU) en Bastiaan Belder (SGP).
Bedenk je eens hoeveel persoonlijke informatie een zoekmachine over je heeft. Je zoekt vast wel eens bepaalde personen op, medicijnen tegen gekke kwaaltjes, of andere zaken die je niet met anderen wilt delen. Om een idee te krijgen van de hoeveelheid informatie die je blootgeeft via je zoekopdrachten, kan je eens de serie korte films “I love Alaska” bekijken van de Nederlandse filmmakers Sander Plug en Lernery Engelberts. Hoofddoel van de Schriftelijke Verklaring is om “een Europees alarmsysteem (EAS) tegen pedofielen” op de agenda te zetten. Maar op de tweede pagina onder nummer 2 wordt de Raad en de Commissie opgeroepen “de toepassingssfeer van Richtlijn 2006/24/EG uit te breiden tot zoekmachines”. En die Richtlijn gaat over de bewaarplicht, op grond waarvan jouw provider een jaar lang moet opslaan met wie je belt, waar je mobiele telefoon is en wanneer je inlogt op internet.

Maar bij de afgelopen sessie van het Europees Parlement hebben de indieners van de Schriftelijke Verklaring een uitgebreide campagne gevoerd, en die heeft blijkbaar zijn vruchten afgeworpen: er zijn toch meer dan de vereiste 369 handtekeningen verzameld en de intekening is gesloten. Nu zal over deze verklaring worden gedebatteerd in het Europees parlement (de schriftelijke verklaring is geen bindende regelgeving, maar een politiek instrument om het debat binnen het parlement richting te geven).
De lijst met ondertekenaars is inmiddels openbaar.
This latest report of the Commonwealth Fund shows that, based on interviews with patients and professionals, the mixed Dutch healthcare system overall scores best of the countries compared. And in any case, I have to mention, way better than the American system, which combines exorbitant costs (just look at the spending per capita) with no significant increase in quality. Despite conservative rhetoric of American healthcare being “the best in the world”.

Personally, I’m an admirer of the ultra-cheap UK system that I think appropriately de-prioritizes health care services relative to other public services and achieves decent quality and enormous efficiency while doing so. But everything about that system cuts against the American grain. The Australian system, at least as I understand it, is structurally much more similar to what we do in America and probably more in line with our cultural norms and manages to do a much better job than our system. The high-performing Dutch system is broadly similar to the Affordable Care Act in its structure, but it adds a government-run social insurance component for catastrophic costs.
The Netherlands overhauled its insurance system very recently, however, and I have to believe the quality of its providers has longer-standing roots than the 2006 reforms

What a nice feature piece in The New York Times about ‘the Dutch tradition of herring snapping’. Makes me wanna eat herring, although according to the article, I do not fit the age group to enjoy raw herring with chopped onions.
I am happy, though, that no reference is made to the un-Dutch habit of eating herring on a sandwich. This ignorant way of consuming herring not only spoils the fresh, salty taste of the fish, it’s also really an offence towards the product. Like putting ketchup on a delicately crafted piece of meat. Yeah, I really don’t like people who do that, such as blogger maartenp.
Over the years, France has built the November release of Beaujolais nouveau into a worldwide event, with wine drinkers eagerly snapping up bottles of what is, by most measures, a pedestrian wine. So if it can be done for cheap wine, then why not for herring?
The answer may seem self-evident, but not to the Dutch, who are trying to manage the same marketing feat with Hollandse Nieuwe (pronounced HO-land-suh NYEW-uh), or new herring, which arrives in local waters in the month of June. Traditions surrounding its appearance are as venerable as those of the French. Throughout the Netherlands, people throw new-herring parties, sharing the fish with neighbors and friends.

So important are herring to Scheveningen that the town’s coat of arms features three herring, each wearing a golden crown. In the old days the herring boats went out for the first catch decorated with flags, so now in mid-June the town decks itself out around the fishing harbor for Flag Day, with old Dutch games like stilt-walking and can-throwing, townsfolk dressed in traditional dress and puppet shows in the old local dialect.
The fish is eaten raw and slightly salted, in a bow to a tradition that long predates refrigeration. At booths around the harbor the herring fillets, first dipped in chopped onion, are lifted high while the diners snap their heads back like sword swallowers, then slip the herring down their throats, flushing it all down with shot glasses of ice-cold Korenwijn, a Dutch spirit distilled from malt and beer.
Though prized at home, the new herring is increasingly shipped abroad, mostly to Germany, where herring is consumed in immense amounts, but about five tons goes to the United States every year, to restaurants around New York, like the Oyster Bar at Grand Central Terminal.
But if the world is being urged to try Dutch new herring, some here in the Netherlands itself, particularly among the younger generation, are demurring.
En daar gaan we. De formatie van een rechts kabinet is opnieuw begonnen. En dit keer serieus.
Maxime Verhagen van het CDA is bereid om met de VVD en de PVV te onderhandelen over de vorming van een coalitie. Verhagen stelt wel opnieuw de voorwaarde dat hij pas aanschuift als de VVD en de PVV hun onderlinge meningsverschillen uit de weg hebben geruimd.
Verhagen zei vanmiddag dat zijn aanbod nog steeds staat: “Ik heb dat nooit ingetrokken en ik heb het vier keer herhaald.”
Er ontstaat hier een patroon. Volgens welingelichte CDA-kringen (die hier niet met name genoemd worden) is dit van begin af aan strategie geweest van Verhagen: play hard to get, laat Rutte z’n rondjes maken, en begin dan overnieuw. Verhagen redt z’n gezicht. Naar de PVV overgelopen CDA-stemmers komen weer terug.
En het CDA kan nu véél eisen van de VVD en de PVV. Zoveel, dat een merendeel van de CDA-leden misschien wel overstag gaat.
Deze zag ik niet aankomen: Cohen wil een kabinet met vijf partijen. Ik ben even met stomheid geslagen. Waarom niet gewoon een “nationaal” kabinet afwijzen?
VVD-PvdA-CDA-D66-GroenLinks. Dat is Paars-plus, met het CDA. Of: het kabinet-Den Uyl, met de VVD. Of: een kabinet met 102 zetels, van alle middenpartijen die dit land rijk is.
Onzin natuurlijk.
Ik neem aan dat Cohen hier iets mee probeert te bereiken, maar wat? Rutte dit doen afwijzen, zodat Cohen kan zeggen dat hij het geprobeerd heeft?
Inmiddels begint dit ridicule formatieproces het failliet van het Nederlandse politieke system wel aan te tonen. Dit spelletje heeft helemaal niets met democratie te maken.
Volgens Trouw, overigens, is het inderdaad allemaal een spel, bedoeld om in “de volgende ronde” serieus over alle afgeschoten regeringsopties te spreken. Zo gaat dat in Nederland.
De snelheid van de eerste ronde biedt perspectief. Immers, op inhoud is geen van de mogelijke coalities afgeblazen – daar zijn ze nog niet aan toegekomen – en de partijen houden hun belofte gestand dat er niet in het openbaar wordt geklapt uit de vertrouwelijke besprekingen. Dat laatste betekent dat geen van de partijen zo’n afschuw heeft van de mogelijke coalities, dat ze achter de schermen gaan zieken door vertrouwelijke gesprekken door te spelen.
De opstelling van de oude volkspartijen, die alle drie één van de coalities hebben uitgesloten nog voordat het inhoudelijk ergens op stuk liep, moet worden gezien in het licht van de gecompliceerde verkiezingsuitslag. Het CDA is er niet de partij naar om niet eens te willen onderhandelen, maar de bijna halvering van de partij en de afkeer van de PVV in een deel van de achterban noopte Verhagen ertoe om de bal helemaal af te houden. Toch zou een volgende formateur, die wellicht iets meer afstand heeft tot Rutte, het best nog eens kunnen proberen. Als VVD en PVV echt een rechts kabinet willen, moeten ze het CDA genoeg kunnen bieden om Verhagen de mogelijkheid te geven een dergelijk kabinet te verkopen aan zijn achterban.
Ook de variant van VVD, PvdA en CDA die Cohen afschoot zonder er ook maar over te hebben gepraat kan nog niet van tafel zijn. Zoals Verhagen geen inhoudelijke argumenten gebruikte om niet over rechts te willen praten, komt Cohens motivatie niet veel verder dan dat zijn voorkeur nou eenmaal elders ligt en omdat hij een ’zo progressief mogelijk’ kabinet wil. Dat de VVD-leider niet meteen wilde overgaan tot echt onderhandelen met PvdA, D66 en GroenLinks is begrijpelijk. Hoe valt zo’n kabinet te verkopen aan de achterban, die voor een deel bestaat uit overlopers van PVV en CDA?
De partijen blijven intussen bij hun oude posities. Wilders wil nog altijd VVD, PVV, CDA. De PvdA, D66 en GroenLinks houden elkaar vast. Alle langsgekomen varianten zijn nog mogelijk, overigens net als de nog niet besproken coalities van PvdA, CDA, SP en GroenLinks of VVD, CDA, D66, GroenLinks en ChristenUnie. Uiteindelijk zal iemand verantwoordelijkheid moeten nemen.
- Update: D66 en GroenLinks hebben negatief gereageerd op Cohens vijf partijen-voorstel. Terug naar de koningin dan maar.
Als ik dat van tevoren had geweten… Nu begin ik toch te twijfelen aan m’n stemkeuze.

“We hebben een nummer geschreven dat ‘Denken Aan de Dag’ heet, daar zal Wilders niet blij mee zijn”, zegt Slager.

Paars-plus is dood.
VVD-fractievoorzitter Mark Rutte ziet te weinig perspectief om te onderhandelen over een Paars Plus-coalitie van VVD, PvdA, D66 en GroenLinks. Rutte concludeerde dat vandaag na afloop van het gesprek bij informateur Rosenthal waarbij de vier partijen volgens hem uitgebreid de mogelijkheden voor samenwerking hebben verkend.
De onderhandelingen over een kabinet met VVD, PvdA, GroenLinks en D66, ook wel Paars-plus genoemd, zijn mislukt.
VVD-leider Mark Rutte ziet te weinig perspectief zien in een dergelijke coalitie.
Een paars-pluskabinet is van de baan. VVD-leider Mark Rutte heeft te weinig vertrouwen dat onderhandelingen met PvdA, GroenLinks en D66 iets zullen opleveren.
Er is volgens Rutte te weinig perspectief voor een dergelijk kabinet. Als reden noemde hij de grote verschillen in de partijprogramma’s. De vier partijen spraken de hele maandag en een flink deel van dinsdag onder aanvoering van informateur Uri Rosenthal. Die zei eerder al dat het ging om een ‘tussenstap’.
Nog onbekend is wat de volgende optie is die de VVD-senator gaat onderzoeken.
Reacties van fractieleiders op Joop.nl. Job Cohen wil niet praten over een VVD-PvdA-CDA coalitie. Nou, ik moet het nog zien. En volgens De Pers sluit Rutte niet uit dat er later nog eens over Paars-plus gesproken wordt. Pfff.
