In an effort to reduce wasteful spending and eliminate non-vital federal services, the U.S. government announced plans this week to cut its long-standing senator program, a move it says will help save more than $300 billion each year.
According to officials, the decision to cut the national legislative body was reached during a budget review meeting on Tuesday. After hours of deliberation, it was agreed that the cost of financing U.S. senators far outweighed the benefits they provided.
“Now more than ever, we must eliminate needless spending wherever possible,” President Obama said at a press conference Wednesday. “When we sat down to go over our annual budget, we asked ourselves, where can we safely trim back? What programs can we do away with without negatively impacting the American people? Which bloated and ineffective institutions can we no longer justify having around?”
“The answer was obvious,” Obama added. “The U.S. Senate just needed to go.”
Established in 1789 as a means of overseeing the passage of bills into law, the once-promising senator program has reportedly failed to contribute to the governing of the nation in any significant way since 1964. Last year alone, approximately $450 billion was funneled into the legislative chamber, an amount deemed fiscally unsound considering how few citizens actually benefit in any way from its existence.

An analysis conducted last week revealed a number of troubling flaws within the long-running, heavily subsidized program, including a lack of consistent oversight, no clear objectives or goals, the persistent hiring of unqualified and selfishly motivated individuals, and a 100 percent redundancy rate among its employees.
Moreover, the study found that the U.S. government already funds a fully operational legislative body that appears to do the exact same job as the Senate, but which also provides a fair and proportional representation of the nation’s citizens and has rules in place to prevent one individual from holding the operations of the entire chamber hostage until he is guaranteed massive federal spending projects for his home state of Alabama.
Not only have U.S. Senators cost the country billions of dollars in misspent funds over the years, but Washington insiders claim they have also derailed a wide range of other government programs, from social welfare to job creation to environmental protection.

Still, a small pocket of the nation’s populacevehemently disagreed with Tuesday’s decision.
“This is outrageous,” said Joe Lieberman, a Connecticut-area resident and concerned citizen who makes more than $150,000 a year, enjoys full health care benefits, and lives comfortably in a large, non-foreclosed home. “The U.S. Senate has always looked out for my best interests. It’s always done right by me.”
I am a bit suspicious, in times of the public-private Surveillance State, seeing that AT&T, Google and Microsoft are in this coalition. Also, I wonder what use these legislative improvements have in a time in which, by means of the PATRIOT Act and FISA, any sort of private data can already be acquired by the state with the help of private companies.
A broad coalition of technology companies, including AT&T, Google and Microsoft, and advocacy groups from across the political spectrum said Tuesday that it would push Congress to strengthen online privacy laws to protect private digital information from government access.
The group, calling itself the Digital Due Process coalition, said it wanted to ensure that as millions of people moved private documents from their filing cabinets and personal computers to the Web, those documents remained protected from easy access by law enforcement and other government authorities.
The coalition, which includes the American Civil Liberties Union, the Electronic Frontier Foundation and the Center for Democracy and Technology, wants law enforcement agencies to use a search warrant approved by a judge or a magistrate rather than rely on a simple subpoena from a prosecutor to obtain a citizen’s online data.
Members of the group said that they would lobby Congress for an update to the current law, the Electronic Communications Privacy Act, which was written in 1986, nearly a decade before Internet use became mainstream. They acknowledged that some proposals were likely to face resistance from law enforcement agencies and the Obama administration.
Under a proposed set of principles, law enforcement agencies or other government representatives would have to obtain a search warrant based on a showing of probable cause before they could obtain a person’s e-mail, photos or other electronic documents stored in a service like Gmail, Flickr or Facebook. Under current law, much of that information is accessible through a simple subpoena, which can be issued under looser rules.

In a reversal of a long-standing ban on most offshore drilling, President Barack Obama plans to allow oil drilling 50 miles off of Virginia and is considering opening up significant additional stretches along the Atlantic and Alaskan coasts.
Obama’s plan will cover a lot of ground — and water — offering few concessions to environmentalists, who have been strident in their opposition to more oil platforms off the nation’s shores. Hinted at for months, the move would modify a ban that has limited coastal drilling outside the Gulf of Mexico for more than 20 years.

Under Obama’s plan, drilling could take place 125 miles from Florida’s Gulf coastline if lawmakers allow the moratorium to expire. Drilling already takes place in western and central areas in the Gulf of Mexico.
The president’s team has been busy on energy policy and Obama talked about it in his State of the Union address. During that speech, he said he wanted the United States to build a new generation of nuclear power plans and invest in biofuel and coal technologies.
“It means making tough decisions about opening new offshore areas for oil and gas development,” he warned.
Obama also urged Congress to complete work on a climate change and energy bill, which has remained elusive. The president met with lawmakers earlier this month at the White House about a bill cutting emissions of pollution-causing greenhouse gases by 17 percent by 2020. The legislation would also expand domestic oil and gas drilling offshore and provide federal assistance for constructing nuclear power plants and carbon sequestration and storage projects at coal-fired utilities.
White House officials hope Wednesday’s announcement will attract support from Republicans, who adopted a chant of “Drill, baby, drill” during 2008′s presidential campaign.

Imagine firing needles across the Atlantic and getting them to collide halfway. That’s the technical challenge facing engineers at the Large Hadron Collider today as they prepare to smash together proton beams at the highest-ever recorded energies.
The first attempt to achieve collisions at 7 teraelectronvolts – 3.5 TeV in each beam – began this morning. If successful, the machine will have broken its own world record for collision energy, which was set at 2.36 TeV last December.
Achieving collisions at 7 TeV is a milestone, and marks the official start of the LHC physics programme. Experiments around the machine will probe tens of trillions of high-energy collisions over the next 18 to 24 months.

Deze week sprak de Tweede Kamer over de initiatiefnota “Toegankelijker medicinale cannabis” van Van der Ham.

Van der Ham bepleit in de nota onder andere dat apotheken tien soorten cannabis moeten verstrekken en dat medicinale cannabis in het basispakket komt. “We zien dat veel patiënten niet de goede variant via de apotheek kunnen krijgen, en dat het voor velen onbetaalbaar is. Dit moet worden opgelost,” aldus het D66-Kamerlid.

Ondanks dat de aanwezige Kamerleden het belang van medicinale cannabis erkenden, reageerde minister Klink (Volksgezondheid, CDA) minder positief op het initiatief van het D66-kamerlid. De minister is niet bereid het aantal varianten uit te breiden of medicinale cannabis op te nemen in het basispakket. Wel wil hij kijken of het nuttig is om medicinale cannabis te herbeoordelen. Van der Ham: “We gaan door met innoveren, om te kijken of medicinale cannabis een geregistreerd geneesmiddel kan worden. Dat is winst voor de patiënten.”

Van Glenn Greenwald, een geheim CIA-rapport (pdf) dat eerder deze maand opgesteld werd, en gelekt is via de klokkenluiderswebsite WikiLeaks. Wat erin staat is fascinerend. Het is opgesteld door de ‘Red Cell’ (een soort afdeling binnen de CIA die ‘onconventionele’ oplossingen verzint), en laat zien hoe de Verenigde Staten na de val van de Nederlandse regering de publieke opinie in Duitsland en Frankrijk kunnen manipuleren teneinde steun voor de oorlog in Afghanistan te doen toenemen.
Dit is niet alleen één van de meest cynische stukken die ik ooit gelezen heb; het plaatst de controverse in Nederland over verlenging van de missie in Afghanistan ook in een heel ander perspectief.
Het CIA-rapport analyseert eerst hoe de Duitse en Franse regeringen hebben gesteund op de “publieke apathie” (letterlijk) teneinde “kiezers te negeren” (ook letterlijk) en geleidelijk aan troepenaantallen in Afghanistan te verhogen:
Public Apathy Enables Leaders to Ignore Voters
The Afghanistans mission’s low public salience has allowed French and German leaders to disregard popular opposition and steadily increase their troop contributions to the International Security Assistance Force (ISAF).
Als nieuwe gevechten aanstaande lente en zomer meer militaire en burgerlijke slachtoffers zullen eisen, en als een “Nederlands debat” overspringt naar deze landen, zou de publieke opinie zich echter tegen de oorlog kunnen keren. Dit zou Duitse en Franse politici kunnen doen terugdeizen. Daarom is het belangrijk, aldus het rapport, dat de Duitse en Franse kiezers “duidelijke overeenkomsten tussen resultaten in Afghanistan en hun eigen prioriteiten zien”.
En wat zijn deze prioriteiten? Volgens de CIA zijn de Fransen vooral gefocust op ”burgers en vluchtelingen”, en de Duitsers op de “kosten en redenen” van de oorlog. Op deze zorgen zou men zich daarom moeten richten, door middel van het aanpassen van de boodschap. Zo moeten de gevolgen voor de Afghaanse bevolking “gedramatiseerd” worden om bij de Europeanen “schuldgevoelens” teweeg te brengen.
Focusing on a message that ISAF benefits Afghan civilians and citing examples of concrete gains could limit and perhaps even reverse opposition to the mission. Such tailored messages could tap into acute French concern for civilians and refugees.

Conversely, messaging that dramatizes the potential adverse consequences of an ISAF defeat for Afghan civilians could leverage French (and other European) guilt for abandoning them.

Some German opposition to ISAF might be muted by proof of progress on the ground, warnings about the potential consequences for Germany of defeat, and reassurances that Germany is a valued partner in a necessary NATO-led mission.
Omdat Europeanen verliefd zijn op Obama adviseert het rapport ook dat deze persoonlijk hun belang voor de NAVO-inspanningen in Afghanistan benadrukt. En mochten ze zich terugtrekken, dan zou Obama expliciet zijn teleurstelling moeten aangeven.
The confidence of the French and German publics in President Obama’s ability to handle foreign affairs in general and Afghanistan in particular suggest that they would be receptive to his direct affirmation of their importance to the ISAF mission – and sensitive to direct expressions of disappointment in allies who do not help.
En nu komt wellicht het beste stuk. Volgens het rapport zijn de vrouwen van Afghanistan de beste boodschappers om een menselijk gezicht op de missie te plakken. Niet alleen omdat vrouwen in het algemeen persoonlijker kunnen spreken, maar ook omdat ze gebruikt kunnen worden om specifiek op Duitse, Franse en andere West-Europese vrouwen te mikken. De CIA heeft ook suggesties voor publiciteitsacties en een media-offensief.
Afghan women could serve as ideal messengers in humanizing the ISAF role in combating the Taliban because of women’s ability to speak personally and credibly about their experiences under the Taliban, their aspirations for the future, and their fears of a Taliban victory. Outreach initiatives that create media opportunities for Afghan women to share their stories with French, German, and other European women could help to overcome pervasive skepticism among women in Western Europe toward the ISAF mission.

Media events that feature testimonials by Afghan women should probably be most effective if broadcast on programs that have large and disproportionately female audiences.
De website die dit CIA-rapport online heeft gezet, WikiLeaks, is briljant. De laatste paar jaar hebben ze een keur aan geheime documenten, die activiteiten van regeringen en bedrijven aan het licht brengen, te pakken weten te krijgen en gepubliceerd. Zo hebben ze bijvoorbeeld de gevoelige Standard Operating Manual for Guantánamo Bay online gezet, documenten die laten zien hoe aan de economische ineenstorting van IJsland corrupte offshore loans vooraf gingen, de beruchte e-mailuitwisselingen tussen klimaatwetenschappers, documenten die laten zien dat er giftige afvalstoffen geloost worden voor de Afrikaanse kust, enzovoort. Ze zijn nu bezig om een controversiële video uit te brengen met beelden van een Amerikaanse luchtaanval in Afghanisten afgelopen mei, waarbij 97 burgers omkwamen.
Dit alles heeft ze echter een gehaat doelwit gemaakt van overheden en economische elites overal ter wereld. Het Pentagon heeft zelfs een rapport opgesteld, dat eveneens door de site werd ondervangen en gepubliceerd, hoe WikiLeaks aangepakt kan worden. De mogelijkheid wordt hierbij geopperd dat zelfs het surfen naar de site als een misdaad gezien kan worden. Greenwald:

Over the last few years, WikiLeaks has been the subject of hostile acts by security organizations. In the developing world, these range from the appalling assassination of two related human rights lawyers in Nairobi last March (an armed attack on my compound there in 2007 is still unattributed) to an unsuccessful mass attack by Chinese computers on our servers in Stockholm, after we published photos of murders in Tibet. In the West this has ranged from the overt, the head of Germany’s foreign intelligence service, the BND, threatening to prosecute us unless we removed a report on CIA activity in Kosovo, to the covert, to an ambush by a “James Bond” character in a Luxembourg car park, an event that ended with a mere “we think it would be in your interest to…”.
De reden dat de redacteuren van WikiLeaks zich op IJsland bevinden is dat het IJslandse parlement, na de publicatie van een reeks documenten die laten zien hoe aan de economische ineenstorting van het land verschillende malafide praktijken voorafgingen, wetgeving overweegt die aan klokkenluiders de beste bescherming ter wereld zou moeten geven. Dit zou van IJsland een vrijhaven voor journalisten maken.
Om af te sluiten: dit alles draait om open government, geheimhouding, internetvrijheid en uiteindelijk om de mogelijkheid voor burgers om, eenmaal geïnformeerd, inzicht te krijgen in de werking van regeringen en bedrijven, en te proberen ze te hervormen. Het soort informatiemanipulatie waar de CIA zich blijkens bovenstaand rapport aan schuldig maakt zou voor iedereen openbaar moeten zijn, zodat burgers een oordeel kunnen vormen over politieke vraagstukken, en over de regeringen die vorm geven aan deze vraagstukken.
